Purchasing Division

The Purchasing Division is responsible for procuring or leasing all City services, supplies, materials, equipment, and capital items governed by the City’s Purchasing Policy. The Purchasing Agent establishes all bid standards and oversees specifications for proposals. The Purchasing Agent coordinates the sale / disposition of all surplus City property both real and personal. Serving as a liaison to the Finance Committee, the director maintains meeting agendas, committee minutes, and the status of request for proposals and bids.

Given recent building closures bidders are reminded that;

The Proposal must be signed by the bidder with his/her full name and address and be enclosed in a sealed envelope together with the bid security. The sealed envelope shall be marked with the name and address of the bidder and entitled:

2020-XXX: Bid Name 

and addressed to: “Purchasing Agent, City Hall, Lewiston, Maine”. If the Proposal is forwarded by mail, the sealed envelope containing the Proposal and marked as above must be enclosed in a second envelope which shall be addressed to: “Purchasing Agent, 27 Pine Street, City Hall, Lewiston, Maine 04243-0479.” All mailed Proposals should be sent by registered mail to ensure delivery.

FedEx and UPS delivered Proposals will be accepted along with all other deliveries subject to the instructions posted on City Hall entrance doors. The Purchasing Agent will monitor their respective tracking number date stamps for on time receipt.

For in person Proposal drop-offs, contact the Purchasing Agent at 207-513-3040 (or Finance Director 207-513-3017 if no answer) when arriving at City Hall to receive your Proposal at the Pine St. Handicapped entrance.

The status on Public Bid Openings are to be determined and will be communicated to all pre-bid attendees.
